      YES; Non-members may use the cash cards to shop in the warehouse or online. Costco Cash balances may be used toward membership or merchandise.

      Yes, you need to be a member to shop there. The membership will pay for itself if you shop there for food and goceries.

      Kitty is correct..you need to be a member to purchase or reload the card, but you can use it to shop in the warehouse or online even if you are a non-member. And yes, you can buy gas with it too.
